AUX CITOYENS COMPOSANT LES COMITÉS DE SALUT PUBLIC ET DE SURETÉ GÉNÉRALE. OBSERVATIONS SUR LA RÉCLAMATION D’HONORÉ GRIMALDI, CI-DEVANT PRINCE DE MONACO, Qui leur a été renvoyée le 26 Frimaire par la Convention Nationale. 1. Par le traité d’alliance de 1641, la Nation Française a promis protection et sauve-garde au prince de Monaco. Ce traité a été confirmé par deux décrets des assemblées constituante et législative, et pour ainsi dire, consolidé en dernier lieu pour ce qui concerne la personne et les biens particuliers d’Honoré Grimaldi, par le rapport fait par le citoyen Carnot, au nom du comité diplomatique, le 14 février 1793, sur la réunion décrétée d’après ce rapport, de la principauté de Monaco, à la République Française. Ce comité après avoir rendu justice à l’attachement sincère qu’Honoré Grimaldi a constamment manifesté
