OBSERVATIONS, Présentées à la Convention Nationale, sur la Seigneurie de Monaco. L’intention de l’assemblée nationale constituante fut, en renversant le despotisme, la féodalité & la noblesse, de délivrer tous les François, sans exception, du joug que ces divers genres de tyrannie leur imposoient. C’est à la convention nationale à faire ce que l’assemblée nationale constituante n’a pas fait, ou n’a pas pu achever. Sur les frontières de la Provence, du comté de Nice & de la rivière de Gènes, il existe trois municipalités, MENTON, ROQUEBRUNE & MONACO, qui gémissent encore sous la tyrannie des gens d’église, des nobles, & d’un seigneur, se disant prince souverain. Les habitans de ces municipalités sont soumis à tous les droits féodaux & censuels, & à toutes les redevances que l’orgueil & l’avarice ont imaginés. Ils paient la dîme, tant ecclésiastique qu’inféodée. Ils sont soumis à des rentes perpétuelles, à des cens & à des sur-cens. Ils prêtent foi & hommage à leur seigneur.
