              vlk elk A ON amt aft ame 2 7 IT project summary the upper diamond fork project will be constructed struc ted for the central utah water conservancy district CUWCD as part of the completion of the central utah project completion act CUPCA the project is located in utah county utah and will convey water approximately six miles from the existing sixth water aqueduct to the diamond fork pipeline located in diamond fork canyon approximately 7 miles from US highway 689 in spanish fork canyon initially the upper diamond fork project concept incorporated both tunnel and pipeline segments connecting the sixth water aqueduct with a to be built flow control structure in the monks hollow area this proposal was reviewed by a value engineering team who determined that a single tunnel structure would cost less to build and would have a lower operation cost over the project life cycle this option named VE designbuild Design Build tunnel option t3t10 t3t1 0 was presented to the contractors bidding the project the VE designbuild Design Build t3t10 tunnel option was expected to cost less to construct and have less of an impact on the environment this reduced impact was outlined in the environmental assessment document prepared by the central utah water conservancy district on oct 24 2001 mining operations encountered a high pressure inflow of groundwater coming into the tunnel mining continued until jan 3 2002 on jan 3 mining was discontinued due to an extremely high jiow flow of hydrogen sulfide hs h2s contaminated water the high flow carried debris into the tunnel and created a dam which ilow back up the h2s hs laden water on onto to the TBM the TBM was inundated nun dated and would be destroyed by the h2s hs water the decision was made to abandon the TBM and find a different alignment the alignment selected incorporates the previously designed tanner ridge tunnel and pipeline along with a new section of pipeline to connect to the existing tunnel on march 27 2002 the board of directors approved award of a new construction contract for the upper diamond fork project phase 2 to complete the diamond fork system 1g000a VO
