THE MORMON PROBLEM.-The House Committee on Elections will report adversely upon unseating Mormon Elder Cannon if they can discover any constitutional reason for so doing. The committee under the rule and law can only investigate the constitutional bearings of the case presented. It is urged that the Constitution does not inhibit polygamy, and as Cannon has already been seated on a prima facie case, it will be difficult to unseat him by a majority vote. The only practicable way now appears to be by independent resolution to expel on the ground of polygamy. This would require a two thirds vote. Such a proceeding is contemplated as an extreme measure. It is doubtful whether two thirds could be obtained.
